Obviously one of NASA's chief purposes is to serve the military (as is also unfortunately the case with many American institutions), and spying has historically been one of the chief purposes of orbiting satellites. Three poignant books on this topic are:
'Deep Black' by William Burrows is perhaps the best book on this subject.

Also slightly dated, 'Guardians' by Curtis Peebles is an excellent expose of the order of battle of space and satellite spy equipment of all the major countries including China, the USSR, and the USA in the late 1980's. Very well done.

As cameras have become so ubiquitous, 'To Fool a Glass Eye: Camouflage Versus Photo Reconnaissance in WWII' by Roy Stanley shows techniques which are still valid which is interesting to bear in mind with regard to not only American and Int'l Atomic Energy Agency aerial reconnaissance against folks across the world like Iran, but also Google Earth and other scenarios which hit closer to home.
